Biography

Dr. Farouq Saber Al-Shibli joined the University of Kalba as an Associate Professor of Law in September 2024, bringing over a decade of expertise in administrative law, constitutional law, environmental law, and arbitration. He earned his Ph.D. in Administrative Law from the University of Manchester, United Kingdom, with a thesis that focused on the role of arbitration in resolving administrative contract disputes through a comparative study of the UK and Arab countries.

Dr. Al-Shibli has extensive experience in teaching, research, and academic supervision at leading institutions, including the University of East Anglia and the University of Essex in the UK, Sarajevo University, Dubai University, the Judicial Institute of Jordan, the American University in the Emirates, the British University in Dubai, and Philadelphia University. He has taught courses in administrative law, constitutional law, and research methodology and has supervised numerous doctoral and master's theses.

In addition to his academic career, Dr. Al-Shibli has been a practicing lawyer and arbitrator since 2008, representing clients in administrative, civil, and commercial cases. He has also served as a legal consultant for various academic institutions and private-sector organizations, specializing in administrative law, labor law, government contracts, and investment law.

A prolific researcher, Dr. Al-Shibli has published extensively in Scopus-indexed journals, exploring topics such as administrative law, administrative judiciary, public-private partnerships, the legal frameworks of Islamic finance, and the impact of Shari’a/Islamic law. He is an active contributor to the academic community, serving as a peer reviewer for prestigious international law journals and as a member of various scholarly and editorial committees.

At the University of Kalba, Dr. Al-Shibli is committed to advancing legal education and mentoring students in their pursuit of legal expertise.
